This is an old antique Wire Cage Hoop Skirt with Bustle, and an Hour Glass shape. This is a Victorian item from the 1800's. Several, (3), straps appear to have been cut, or unsewn. It measures about 34 inches long x about 6 inches in diameter (18.8" Circumference) at the waist cinched tight & 10 inches in diameter (31.4" Circumference) at the loosest.
